The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Facilities Services & Procurement Manager.Main purpose of job:

The Facilities Services & Procurement Manager is an integral role within the Estates and Facilities Management Services team. Managing planned preventive and reactive maintenance operations and related procurement tasks. Providing the Russia Network platform (British Embassy and Residence compounds Moscow) with first class facilities and a safe and positive environment in which to work, live and visit.

Roles and responsibilities:
  • Day-to-day line management and performance evaluation of directly employed Country Based Staff (carpenters x 2 / 1 x Procurement & Stores Officer / 1 x Stores Assistant / 1 x Painter).
  • Contract management, oversight, coordination and supervision of local contractors undertaking minor repairs and redecoration, façade cleaning, snow and icicle removal etc) and related contract and financial management to obtain best value for money.
  • Health and safety coordinator using the FCDO Evotix system (maintenance of H&S notices and H&S file, defibrillators and first aid kits) and any related additional (first aid) staff training. Monitor and manage staff safe working practices with heavy handling, climbing equipment, tools, hot water and chemicals handling etc. H&S equipment procurement and maintenance (check replenishment, disposal of ladders and updating ladder register and roof safety systems).
  • Deputy Fire Safety Manager (maintenance of Fire Safety notices and Fire Safety file, collecting Fire Warden monthly reports, fire extinguishers equipment maintenance and replacement) and related staff training.
  • Manage the EFMS Procurement/Stores Officer and Assistant Stores officer on the procurement of maintenance stores supplies and materials for day-to-day maintenance needs and services. Oversight and preparation of monthly budget spending forecasts for services and goods to the Head of EFMS.
  • Liaison with the resident Technical Works Officer (TWO) Team and assist with local contractors, including interpretation of documents and during site meetings, and provide leave cover and support to the Senior Facilities Manager (M&E).
  • Other duties as deemed operationally necessary by the Head of EFMS, including acting as Duty Officer for out of hours emergency maintenance problems.
  • The role requires excellent communication with customers / staff, keeping all parties informed of the progress and planned completion dates for works request.

Essential qualifications, skills and experience

  • Previous Property/Facilities Management qualification and/or experience.
  • Fluent English and Russian - Level of language required: C1 (oral and written)

  • Previous fire safety and Health & Safety of staff and workers qualification and/or experience.
  • Previous contract, financial and building asset management.
  • Valid driving licence “B” category.
  • Experience of MS word, Excel and Teams applications.

This is a full-time permanent contract, 5 working days, 35 hours net per week.

The monthly salary for this position is Rub 112,768 gross, EO level, paid 13 times a year.

The successful candidate will be subject to professional background check and security clearance.
